New Volume on Intellectual Property and Technology Transfer Released as Part of Independent Series Supporting the EU Startup and Scaleup Agenda

The Europe Startup Nations Alliance (ESNA) released today the final publication of its strategic five-part series supporting the implementation of the EU Startup and Scaleup Strategy. The new publication focuses on one of the core pillars of Europe’s innovation ecosystem: Intellectual Property and Technology Transfer.
Lisbon, 21 May 2026 – The Europe Startup Nations Alliance (ESNA) announced the release of its latest publication, dedicated to strengthening Europe’s capacity to translate research excellence into scalable innovation. As the concluding volume of ESNA’s strategic series, the document addresses the critical bottlenecks within the research-to-venture pathway, providing actionable guidance for policymakers and ecosystem stakeholders.
Building on the foundations established in the ESNA Compendium, this Volume explores key areas such as intellectual property management, patent valorisation, and the development of academic spinouts. By combining policy insight with practical recommendations, it connects European-level ambition with national and institutional implementation, helping unlock the full commercial potential of Europe’s research base.
Despite Europe’s globally recognised strength in science and research, the translation of knowledge into market success remains constrained by fragmented regulatory frameworks, complex intellectual property approaches, and gaps in scale-up financing. This publication puts forward a more coordinated and strategic approach, positioning intellectual property as a key lever for investment, growth, and technological leadership.
Drawing on examples and experience from across Member States, the Volume provides a structured analysis of current challenges and outlines targeted actions to improve the development, protection, and commercialisation of research. It also offers practical tools, including comparative insights and implementation guidance, to support more effective decision-making and alignment across national and European levels.
